I think what @Christine301653386cjz is getting at is the Topic Title as in Properties rather than the Topic Heading as in the topic itself. By default when you create a topic they are the same but thereafter, they may not be.   There is a downside to my redirect suggestion. I think that will open the TOC at the book with the topic containing the content rather than the topic with the redirect. It needs some testing.   I suspect the answer will be each method has pros and cons. Yes each topic will have a title and that would have to change. One alternative is what you have, one topic in multiple places but that has issues.   Another option is one topic with the content and then other topics that have a redirect. @ The rhpj file is what opens a project, it is not a topic.   Let's rule something out. Create a new topic and just enter some text. Do not apply any formatting inline. Close and reopen the project. Does that text show? Make some changes to the text only. Close and reopen. Yes you will only see the Home Page when you open the help using index.htm. Any call to a topic will go direct to that without opening the Home Page.   If you create your own home page, it will work in the same way. The issue is with Firefox but report it to Adobe. Maybe they can fix it but it won't be in the short term.   Please follow this link to report bugs or request new features. https://tracker.adobe.com. That has clarified your set for me.   With your CHM setup, once the users have the CHM and reset the Properties, it is running locally and that's fine. The CHM is weak on modern features but that's for you to decide.   You could send a zipped HTML5 or Frameless output and the users would have to unzip the output to some folder and use the index.htm file to open the output. Can they not install on their server or locally on users machines?   CHMs have to be installed locally on users machines as they cannot run from a server.  For that reason, how is HTML5 or Frameless different? HTML5 and frameless do not have to be on a server, they can also be installed locally. CHM files were identified over twenty years ago as being a security risk, hence the warning. Putting them in a zip file doesn't help as the contents of the zip file get examined as well.   You need to use a file transfer service such as wetransfer.com (2gb limit, you need to register and create a free account), https://fromsmash.com (2gb limit, no registration) or some similar service.    Not the point of your question but as you are new to RoboHelp, I have to ask why are you using CHMs. They are an old technology to the point that Microsoft no longer support them. To create a CHM, the Microsoft compiler is required and that is no longer available on their site.    You should be considering either HTML5 or Frameless outputs. Going forward Adobe will be focussing development on frameless outputs so I recommend considering frameless templates for your project.
